Análise da robustez das políticas de desenvolvimento das capitais brasileiras

This article analyzes the design of public development policies of 14 Brazilian capitals. Policies that have robust designs are more likely to produce the desired results. To verify the coherence, consistency, and congruence of these policies, the objectives, the implementation instruments, and the beneficiary groups’ profiles were analyzed. To this end, we conducted documentary research and content analysis. It was found that the design element’s arrangement exhibited a high degree of robustness. Due to the identification of coherence between the objectives: they were directed to well-delimited economic growth variables, which led to a low degree of ambiguity. Also, consistency was observed in the instruments, which use tools aligned with the objectives, demonstrating congruence in the configuration of these elements. Otherwise, the beneficiaries’ profiles showed disconnection concerning this arrangement.
