Abstract

Studies on advocacy organizations that use advocacy to influence the public agenda are still recent in Brazil, but common on the international agenda. Given this finding, we sought, through a review of international literature, to understand the factors that drive advocacy promotion and those that limit its adoption by organizations. According to the international literature, advocacy organizations operate as important vectors to maintain acquired rights or to acquire new rights. The researches dedicated to advocacy organizations consider that their characteristics have a varied impact on advocacy promotion or not. Variables such as organization size, area of operation, funding, information technology structure and time of operation influence the way organizations use advocacy. Some authors highlight that when advocacy organizations cooperate with representatives of groups within the community, they tend to have greater civic and political engagement. Researchers currently identify advocacy organizations as networking, as coalitions or even in a multipurpose hybrid model. They therefore incorporate characteristics of organizations, social movements, and service delivery.
